I have no interest in the rest of your statement after that.
WHY DO YOU FEEL A SERVER SHOULD NOT BE TIPPED BECAUSE OF ANOTHER GUEST BEHAVIORS?
Because chances are the unruly group caused more work for them and likely didn't tip...

In restaurants you not supposed to run around unless you are using the mcdonalds playground. Or maybe all you can eat where you have to serve yourself and get your own food.
A lot of restaurants arent that family friendly for children, i.e those that serve alcohol perhaps. Thing is chasing after a child whos thinks they are playing tiggy or hide and seek is a bit futile.
I do have to constantly remind juniors that the library is not a plce to run around in, that they can run around outside. I still see a few want to run IN the library, they just have so much energy, an when you are child, everything IS bigger, and some children really find it hard to sit still. adults often want them to sit for hours but to a child that is a big ask. They have much shorter attention spans than adults...their brains are still growing!

it is very true that many are un-teachable as they are growing up, many times not able to
leave behind or overcome their childish ways even into adulthood - even often in Christ's ways
after they claim that they are 'saved'/conversion'...lack of 'fruits will quickly bear witness'...
at certain times when we begin our new learning process after conversion we have to do
some really intense/hard work, and that is learning Christ's new ways in order to 'overcome our 'old-man'...
we amazingly discover that we have a new and profound desire inside of our new hearts to learn how to live
our 'new-lives' for our new Love and for Him alone -
we can be knuckle-heads-selfish-single-minded-spoiled-un-learned, and for some,
just plain, ole, ordinary, honorary old farts...but, if God wants us to be His, calls us out?,
then He will break us from our old ways and refine us and rebuild our sinful, fallen, nature...
He won't give up on us, at least that is what hub and I believe and have witnessed to be true
after these many decades...
but we also know now, that He already knows that our hearts will forever belong to Him,
and that our only real desire while in this garden, is to please Him by our total obedience/surrender...
for hub and myself, we try and keep an open door of discernment and NOT take things personally,
even when they are purposely directed at us, we always try our best to take the 'high-road', which of course
most of you already know, is sometimes the hardest road but the only one with Holy, heavenly results...

I have been a server in my early years of employment and I'll say in my experience, that's not always the case.
A server can ask that the child be seated. They're a risk to other guests and to wait staff. Or, if too timid, point out the behavior to the manager who has to say something due to insurance and liability reasons. That manager is responsible for the safety of guests. An unruly child can cause issues that can be costly to the establishment.
A waitress or waiter can't make irresponsible lazy parents into better ones. They can do their best however to make the example of, not here!
Let the child act the fool at home. But not here!

we are not 'judging' just sharing our conviction with others...
we put it out there, and it's fine with us how others receive it,
it's called communicating and sharing your thoughts with those
who care to read or disagree or what ever they may think -
we're neutral in responses, for each of us have this privilege...
what is important to us though, is where the responder's heart
is when giving their thoughts on our words, it's the real tell...

That's probably true for all of the other distractions too. Of course, an effective (and also loving) parent would not ignore the child.

You speak a lot of truth here and I have much experience to know this is true.
I am not speaking about children with "challenges" but I have witnessed so much bad parenting over the years, parents afraid to impose limits that it might harm their child ... and yes many have ended up exactly where you have stated needing a public defender.
Why should a waitress suffer loss of a tip because a family are lazy disciplinarians of their own children?
The public defender tax monies will come from some other source far into the future when the child now running around the restaurant unabated grows to the age of majority. Eighteen and on up. By then the tax monies on the day and the tip will have been spent prosecuting the grown unattended children going through the system today.
