I would ask, "Foundational to what?" There are many gifts given to the profit of all; it is for our, the Body of Christ's, edification. Each gift is important for the task at hand, for the purposes God has foreordained.

What are the foundationial gifts?
The Holy Spirit gives the gifts and I have never heard of the term 'foundational'. Seems to me that each gift, no matter the kind, is vital to the purpose for which it was intended.

What are the foundationial gifts?
The indwelling of the Spirit. Without which all the rest are inoperable.

The relationship with Jesus inside you is the greatest gift God has ever given.

Sometimes theologians divide spiritual gifts up into “miraculous” and“nonmiraculous,” with the miraculous gifts being tongues, healing, prophecy, miracles, interpretation, and knowledge. We however prefer to view the gifts under three categories: foundational gifts, nonfoundational gifts, and gifted men. In Ephesians 4:11 Paul writes that Christ gave apostles, prophets, evangelists, and teachingpastors to His church as gifts. According to Eph. 2:20 the apostles and prophets were foundational gifts upon which the church was built, thus when they died they took their function with them.
