Of course it does, but it does not keep us from salvation. We were reconciled "while we were yet sinners" (Romans 5:8-9) and even though we were "dead in sins hath He quickened us together with Christ, by grace are ye saved" (Ephesians 2:5).
You also neglected (like so many others who don't teach the truth) to include verse 11 with your scripture. Verse 11 actually teaches salvation is a complete work of God!

were justified here in Greek = Aorist passive. Aorist indicative tense which is an event in the past completed. Passive is something that is being done to you - you do not do it to yourself.
Righteousness from the Lord comes from being in Christ - not any works or deeds of righteousness that we do to "maintain" salvation as is commonly taught by some here. This is anti-the gospel and anti- the finished work of Christ for salvation and being with the Lord when we die.
