No. thats not true, God gave us a new heart, A heart empowered by his love and forgiveness, This makes us want to do his will. Not because of some law. Your stuck on law. and when you are shown it, you deny it. yet here you are again being stuck on law.
How else could one do good in your belief, It must be because God put law in your hears, and made them want to do good (oh wait, thats what you said.. Amazing isnt it,, )

according to paul in romans 1. The non christian knnows in their heart they should not do those things either.

Faith that saves is alive, not dead. Ephesians 2:5 - even when we were dead in trespasses, made us alive together with Christ (by grace you have been saved), 8 through faith..
A dead faith merely claims to be genuine but demonstrates by the lack of works that it's dead (James 2:14). That is not genuine faith which is alive together with Christ but is an empty profession of faith.

Well many legalists would agree with you. In fact many of them would make an excuse and probably say they were not even lying, they were just saying something to protect someone or whatever lame excuse they give
A true child of God will realize he thought of self. and in that moment put the needs of himself over the needs of the one he lied to. And that would cause him to repent. and turn back to God. (the thought of some command which says do not bear false witness does not even have to come across his mind, it is not even needed)
