the scripture you quoted from says babies tell lies in there mother's womb.

First look at the word tell.

To tell a lie means to speak a lie.

Babies can't speak.

So either the translation is wrong or which ever scribe wrote it was going of his head at time. Or maybe he was speaking to a fake Calvinist like you.

The psalm does specify it's the WICKED who are born spewing lies.... I don't think that's meant to include everyone who is born. Just those destined to be truly wicked.
