I can't tell if you are mixing judgments or if you are inferring that Matt.25:46 is the Bema Seat judgment. In any case, Matt.25:46 is in reference to the sheep and the goat judgment which takes place after the Lord returns to the earth to end the age. We know this because it is in response to the original question that the disciples asked "what will be the sign of your coming and the end of the age." As further proof, the following is stated regarding this judgment:
"When the Son of Man comes in His glory, and all the angels with Him, He will sit on His glorious throne. All the nations will be gathered before Him, and He will separate the people one from another, as a shepherd separates the sheep from the goats."
The "Son of Man coming in His glory and all the angels with Him" is synonymous with Matt.24:30-31 when Jesus returns to the earth to end the age:
"At that time the sign of the Son of Man will appear in heaven, and all the tribes of the earth will mourn. They will see the Son of Man coming on the clouds of heaven, with power and great glory. And He will send out His angels with a loud trumpet call, and they will gather His elect from the four winds, from one end of the heavens to the other. It is at this time when the sheep and the goat judgment will take place.
In opposition, the Bema Seat judgment which will not be a judgment for sin, but to receive rewards or loss of reward and which will take place in heaven. The wicked will not be present at that judgment.
