~ While God is ultimately always in control of everything, He is not presently "ruling" anything except the hearts and minds of His children who are allowing the Holy Spirit to lead them.
The world is-and-will-be [effectively] "ruled" by Satan - until Christ returns.
~ While both are forms of judgment, the Wrath of God and the Trumpet Events (and hence, the 'plagues' you refer to) are different forms of judgment - each with a different purpose in the "big picture" of the Plan of God.
The Wrath of God is the full-and-complete pure undiluted fury of God unleashed upon all of the evil on the earth.
The Trumpet Events is the last-ditch-effort of God to save the very last of those who will accept Him.
The Wrath of God is 'punishment'.
The Trumpet Events is 'pleading'.
There is a vast difference between the two.
The testimony of the Two Witnesses - and all that they put forth (the Trumpet Events) - are for the purpose of 'reaching' those who are the "last few" (figuratively speaking) that will be saved - it is not 'punishment' for/on the 'wicked'.
That comes later from/with the Wrath.

We disagree, the two Witnesses are present before the Antichrist for his entire 42 months after his revelation, the tribulation is 3.5 years, not 7 as many teach.
The two Witnesses will have total control of the Antichrist and his Kingdom, through plagues in (Wrath &Judgement)

Always remember - and never forget - [that] the "tour of duty" of the Two Witnesses is to be a witness. - not to administer punishment.
Their total-sum effort-and-purpose is to soften the hardened hearts of the wicked so that "a few" can still be saved.
And then - when the last person that will be saved is saved - Jesus returns and "takes down" all of the evil on the earth.
