12For I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more. Even with the new covenant they will be disobedient but Jesus will die and cover their sin so they will be under his blood atonement and the grace and mercy of God as a part of this new covenant
13In that he saith, A new covenant, he hath made the first old. Now that which decayeth and waxeth old is ready to vanish away.The old covenant has been revised and the new covenant is in place.As far as the word contridicting itself it is not possible only our understanding contridicts not the word
