Yes, the woman at the well was the very first person Jesus told that He was the Messiah.
As to Mary? She fulfills the requirements the apostles set for being an apostle:

with emphasis on the One Who sends, not on the one who is sent; refers
to those appointed by Christ for a special function in the church.
In Romans 16:7 Paul identifies a woman (Junia) as an apostle.
