Romans 7:18-24a I know that nothing good lives in me, that is, in my flesh; for I have the desire to do what is good, but I cannot carry it out. For I do not do the good I want to do. Instead, I keep on doing the evil I do not want to do. And if I do what I do not want, it is no longer I who do it, but it is sin living in me that does it. The "all Israel" is spiritual Israel, the Israel/people of God, not the nation and Jews of the earthly Israel.

The chapters you specified in Romans are alternately about both Jews and Christians.

That is why I posted a number of panels from Romans 9. And at least one from 10.

It was for the chosen people, who are still blind at this time. Romans 11 explains that. You are grafted in, the Jews were already chosen. But it was because of faith they were chosen, God did not choose half the Jews to be saved and half to be damned. It was by faith.

Paul knew that only a remnant of national israel would be saved, Rom 9:27

27 Esaias also crieth concerning Israel, Though the number of the children of Israel be as the sand of the sea, a remnant shall be saved:

Paul is praying for the conversion of them who belong to that remnant, not national israel as a whole

If you do, consider this: You do not support the root, but the root supports you. 19 You will say then, “Branches were broken off so that I could be grafted in.” 20 Granted. But they were broken off because of unbelief, and you stand by faith. Do not be arrogant, but tremble. 21 For if God did not spare the natural branches, he will not spare you either.

22 Consider therefore the kindness and sternness of God: sternness to those who fell, but kindness to you, provided that you continue in his kindness. Otherwise, you also will be cut off. 23 And if they do not persist in unbelief, they will be grafted in, for God is able to graft them in again. 24 After all, if you were cut out of an olive tree that is wild by nature, and contrary to nature were grafted into a cultivated olive tree, how much more readily will these, the natural branches, be grafted into their own olive tree!

only a remnant of the jews are chosen Rom 11:7

7 What then? Israel hath not obtained that which he seeketh for; but the election hath obtained it, and the rest were blinded.

The rest that were blinded are a different group from the election
