That's just wrong. If an officer performs a traffic stop, and suspects the driver of being DUI, or having contraband, or weapons, the first thing they do is ask the driver to get out of the car.
And if a driver is refusing to cooperate with the simplest of requests from the officer, that is red flag #1. If they become belligerent on top of that, that's red flag #2.
When will people learn, if a police officer asks/tells you to do something... DO it. You may think it's silly to put out a cigarette, but DO it. The way you respond to an officer tells him/her LOTS of things about your condition and temperament... and level of sobriety/legality.
