I have been reading his posts for a while now, and had noticed that he never answers anyone else's questions, but always questions others nonstop, and then continues on only to question the very answers that they give.

In this very thread, with three short words, "Can't? Or won't?" you have accused somebody of deliberately withholding assistance from you.

can't or won't was a question, not an accusation.
