Here is the problem.
IF, and that has not been decided yet, IF the schools open, it will only be for 2 days a week.
Students will be expected to do the other 3 days work at home on the internet.
BUT, the problem is that many are to poor to have internet so will not be able to do all their work.
So many local students missed out on completing their work when schools closed in March that ALL students we just passed to the next grade. What was missed will not be made up.
Please find a way to open the schools so these kids do not miss an opportunity to get an education.

The school system has the account. When the student signs in, the tablet automatically connects to the school's account. Check with local providers.
I don't know about your area, but most the cellphone providers are providing unlimited 4g lte internet tablet connections for around $20. They limit hot spot BW to 15G. After that hot spot speed is reduced 600K.

UN Officials Cite Study That Finds Lockdowns, School Closures Killing More Kids Than COVID
In a presentation seeking extra funding for coronavirus efforts, UNICEF director Henrietta H Fore said Monday, “The repercussions of the pandemic are causing more harm to children than the disease itself.”
UNICEF nutrition program chief Victor Aguayo noted that the most harm is being done “by having schools closed, by having primary health care services disrupted, by having nutritional programs dysfunctional.”

Our school district was throwing around the idea of opening schools and giving families the option of attending in person or taking virtual classes.....
the final decision is that they will not open ALL district enrolled students will be virtual. Instead of going to the school building, the teachers will be in the classrooms providing lessons online.

Yes, there is a way, but it will require MAJOR PRESIDENTIAL ACTIONS.
1. All the top current medical professionals in government agencies in the USA will need to be immediately suspended and/or fired. They have been part of a criminal conspiracy regarding the Wuhan virus and its treatment.
2. A totally independent INVESTIGATIVE Commission will need to be set up outside the Swamp, to include people who are committed to the truth regardless of consequences. It would need all the medical and forensic people who should be there, in order to determine if indeed a criminal conspiracy was in place since January 2020. A major case will need to be built.
3. All the data and recommendations which have been presented (from all sources) will need to be thoroughly checked to determine if lock downs are indeed harmful, and HCQ is indeed a very effective treatment (not cure) for COVID-19. There is a growing consensus that both things are true. Also all the statistics regarding confirmed cases, hospitalizations, and death will need to be thoroughly checked for bogus information.
4. There will need to be sufficient personnel on this Commission in order to conclude their investigation within one month or less. Commission tend to drag things out, therefore they must be given a strict deadline.
5. Their findings will need to be summarized in plain English within one or two pages. If it is determined that lock downs -- particularly school lock downs (since children are at minimal risk according to the data available) -- are (1) unnecessary, (2) harmful, and (3) part of a conspiracy, then a Presidential Executive Order will be needed to enforce the opening of all schools throughout the land, upon pain of prosecution.
6. Their findings will also need to show that the HCQ package should be made freely available , and free of charge, to anyone who is showing symptoms of infection, and the Executive Order will need to remove all restrictions on this treatment, as well as deal with sabotage by the various agencies and medical boards.
7. Any court actions against these Executive Order will need to be quashed within those orders. The judiciary has been exceeding its limits of powers and encroaching on the administrative branch. This will need to be stopped.
As you can see, this is the total reverse of what the President has allowed to happen under his watch.

You don't need a cellphone. My tablet connects to Verizon when I power it up and log into the tablet. Using the tablet only, I have unlimited 4g lte access and I pay $17 month. I can use my tablet as a hot spot, but it reduces the hot spot bandwidth to 600K after I use 16G of hot spot. I'm not sure, but I suspect that the school system has a plan similar to mine for each tablet. They just don't allow the tablets to be used as hot spots. They issue each student a tablet at the beginning of the school year. Each student is responsible for damages to the tablet, just as they were responsible for books. The tablets are collected at the end of the school year.
Most school district are paying at least $6K per student per year. The savings on books alone can pay for tablets.

Most of the funding for schools comes from Colorado lottery sales. How I know this is because my dad was furious when he saw on the ballot that people had to vote whether that money went to schools or building a new prison. Besides, Trump was on the news saying that he signed a bill for 101 Billion dollars to go to only the schools that open...
You might want to research this statement in depth. NONE of Colorado school funding comes from the lottery. 100% of Colorado Lottery proceeds goes to parks, trails and open spaces (mostly to fund acquisition of land with a small percentage going to maintain those lands).

"Most" of the tax revenue (78%) from gaming (casinos in Cripple Creek and Blackhawk) goes to education at the college level but still does not come close to "most" of the funding for education.
"Most" of the funding for education in Colorado comes locally from property taxes (roughly 1/3) and from the state (roughly 2/3) in the form of income and sales taxes.
