The rep restriction I believe is limited so you can't just sit there and rep the heck out of one person. The green dots I believe have to do with the number of posts the person has made.
Well, others have said that too (regarding the green dots), but the math just doesn't add up (compare rep power vs dots for starters). Someone else suggested they were for the number of posts, and while that's still fuzzy, it makes more sense. but again, I've never seen actual data on any of it.
The numbers don't add up to me, either. When I look at someone with twice as much green as someone else with equal or more posts, that alludes to the green being relative to reputation to me I suppose.
The green dots actually reflect your tolerance to falling sick,vomiting etc. due to sickening posts. The more green dots the less likely you fall sick and the more likely you make other's sick...myself included
