The rep restriction I believe is limited so you can't just sit there and rep the heck out of one person. The green dots I believe have to do with the number of posts the person has made.

The green dots are in relation to reputation, and not post count. But I think you're spot on when it comes to the first thing you said.

Well, others have said that too (regarding the green dots), but the math just doesn't add up (compare rep power vs dots for starters). Someone else suggested they were for the number of posts, and while that's still fuzzy, it makes more sense. but again, I've never seen actual data on any of it.
 
The green dots actually reflect your tolerance to falling sick,vomiting etc. due to sickening posts. The more green dots the less likely you fall sick and the more likely you make other's sick...myself included:p
 
The numbers don't add up to me, either. :p When I look at someone with twice as much green as someone else with equal or more posts, that alludes to the green being relative to reputation to me I suppose.

right beside post this blog is a star and a pyramid. click on the star to give a rep. that means you consider the post exceptional and worthy of far more than a like. it has nothing to do with the number of posts

That's because rep power is determined by site staff. I think the green dots represent reputation given by users, which does not​ affect rep power.

I just want to vent.
Sometimes I'll go to give a person a 'reputation' dealy wheely, but in response I get a msg to the effect of

'you must spread around some reps before you can give 'So-and-So' another rep'.

This strikes me as a form of Socialism (hehe) rather than a system of where credit is given where credit is due.

(whew) vent over.
Two people could spend all day giving each other reputation until they reached the ceiling. That probably wouldn't work very well.

I have 1 'rep-power' but have had 5 positive rep. comments so far, yet only 1 comes up under 'rep-power'...
