When Jesus came the first time, the Jews, by in large, rejected him and a remnant believed, which Paul identified with. That is simply to understand. The Jews were dispersed when the temple was destroyed and have been up to the present time for the most part. Many have gathered under certain banners from around the world and have taken up residency in Israel, which they consider to be their homeland, while others are still dispersed and probably are content to be so. I don't think we have a problem with that.
