Power and authority in and of themselves are not latter rain or dominionism. What is dominionism is when people start talking about God giving dominion/authority to humans, Satan stealing it in the fall, Jesus winning it back on the cross, and now all we have to do is claim it back...
That kind of thing is a mild form of dominionism. No, it isn't the full extent of the teaching, but it is foundational for the full extent of the teaching.
And it still puts the focus on the wrong thing.
