The free gift of salvation that is given to all will always be there for us to have. For instance if we are saved and then we reject Jesus and fall away, and then later in life repent and come back to Jesus, His gift will still be there for us. if I can fall away, it means I must earn Gods grace by not falling away. That is a salvation of works.
The context of hebrews is the law of moses. Which says if you sin, you must make a sacrifice again.
If we are under law (which is what the author was speaking against) we would lose salvation if we sinned. Because the blood of bulls and goats can not remove sin, And Christ already died once, he will nto come and die again.
