I'm not sure what point your making, but God can separate what ever He wants. The expanse (the heavens) is that which separates the waters. The lower waters were used to make the land and the sea. The waters above the expanse are never mentioned again, except by a psalmist thousands of years later.
This means there are waters still out there in space at the edge of the universe. This is what the text says.

Yeah, it seems wacky to me too, but this is what our “wacky” modern scientists are saying. From NASA.gov,
“The environment around this quasar is very unique in that it’s producing this huge mass of water,” said Matt Bradford, a scientist at NASA’s Jet Propulsion Laboratory in Pasadena, Calif. “It’s another demonstration that water is pervasive throughout the universe, even at the very earliest times.” Bradford leads one of the teams that made the discovery.
