You are dividing verses 23 through 25 from verses 26 and 27. That's why I insinuated on another post that your understanding is severely lacking. I feel sorry for that. I hope some day that you attain wisdom in the truth.
Exodus 21:20-27
20 And if a man smite his servant, or his maid, with a rod, and he die under his hand; he shall be surely punished .
21 Notwithstanding, if he continue a day or two, he shall not be punished : for he is his money.
22 If men strive , and hurt a woman with child, so that her fruit depart from her, and yet no mischief follow: he shall be surely punished , according as the woman's husband will lay upon him; and he shall pay as the judges determine.
23 And if any mischief follow, then thou shalt give life for life,
24 Eye for eye, tooth for tooth, hand for hand, foot for foot,
25 Burning for burning, wound for wound, stripe for stripe.
26 And if a man smite the eye of his servant, or the eye of his maid, that it perish ;
he shall let him go free for his eye's sake.
27 And if he smite out his manservant's tooth, or his maidservant's tooth;
he shall let him go free for his tooth's sake.
This above scripture is setting a precedence of equity to all.
Deuteronomy 19:9-13
9 If thou shalt keep all these commandments to do them, which I command thee this day, to love the LORD thy God, and to walk ever in his ways; then shalt thou add three cities more for thee, beside these three:

That innocent blood be not shed in thy land, which the LORD thy God giveth thee for an inheritance, and so blood be upon thee. 11 But if any man hate his neighbour, and lie in wait for him, and rise up against him, and smite him mortally that he die , and fleeth into one of these cities:
12 Then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die .

Thine eye shall not pity him, but thou shalt put away the guilt of innocent blood from Israel, that it may go well with thee.
