just like the prophecies of Christ coming to heal the sick and give sight to the blind, which are alongside and in the same breath as prophecies about the Millennial reign and restoration of all things,
this prophecy is split between the return of exiles (fulfilled BC) and also the 2nd Coming of Christ, dealing with a "New Land".
Remember that the Return to the land is dealing with the Remnant. All those outside of the Remnant are "cut off" from Israel.
In this, all Israel will be saved.
The saved outside are grafted in, and the unsaved inside are cut off. End result is a saved whole.

I have a counter question: is this already fulfilled by the German and Russian immigrants to Israel, or is this a future immigration from Syria, Iraq, Iran, and Egypt?
I propose that this will be a day when many current Muslim families are revealed to be of Israelite descent, and they convert to Christ.
The continuation of the bloodline of the 12 tribes is very well prophesied, and undeniable. The issue comes when we place focus on their story in history, rather than His Story.
Remember that Christ is the Heir of Promise, and has the birthright as the Firstborn of all.
If we are grafted into Israel through Christ, which Tribe are we grafted into? The Tribe of Christ, Judah.
We gain citizenship in Christ, and it is by this citizenship that the Return will take place on the Last Day.
We are also in diaspora(dispersion, exile, scattered) along with the Jews and Israelites, according to 1st Peter. Soon and very soon, we will be gathered along with all of the Remnant, and returned to the Land of Promise, which will be restored.

If you look to the NT to interpret the OT, then you will realize that in Christ, you have been grafted into Israel, through the Tribe of Judah, and that verse 23 is speaking about all of the Redeemed, and the spreading of the Gospel in this NT age.
Our main difference in viewing Zech is that you likely look at these passages as chronologically sound, rather than as a prophetic glimpse of Christ's glory.

Jews began returning to Israel in 1948 and declared a State by the UN in 1967. The ten tribes were scattered forever. Read your bible.

Spiritual Jews???? God knows who the Jews are. He doesn't need a DNA test. There are promises for the Church, promises to Israel, and promises to the "one new man" who will be the church and those jews who recognize Jesus as Messiah. Perhaps this point has been made so I will read before I comment further.

Also, are these Israelites (quoting) that are moving back to the state called Israel? Like I stated in a previous thread, look for any prophecy speaking of Jews and you'll be wasting your time, and it's really hard to make them synonymous using scripture.
