Closest thing I can think of is Joel 2 but that is prophecy and it is to Israel not to all the world. It is also for a specific time and place not everyday and all the time.
Not that I expect that to have any influence on those who will defend to the end their dreams.

To read your quote, one would get the impression that it hardly ever happened
And Joel is not speaking of a gift of dreams because there is no such thing
