If Barbara Boxer gets her way with a Constitutional amendment they cannot apply the new rules to an election that has already taken place.

If you look at the metropolitan areas that are blue and then you compare the crime rates of the country with those regions.....it makes one realize deep down in their soul that unless they want America to look like the hunger games the electoral college is a good thing.
