To those that think they are living by the law of Moses and thus are self-righteous - He gave them the law. Such as the rich ruler who said that he kept the law all hid life. Yet , Jesus showed that he really had broken the very 1st commandment for he had money over God.
To those that knew they needed a Savior - He gave them grace.
The law is NOT for the righteous. We are the righteous because we are in Christ. He who knew no sin, became sin so that we could become the righteousness of God in Him.

Galatians 1:6-7 (NASB)
[SUP]6 [/SUP] I am amazed that you are so quickly deserting Him who called you by the grace of Christ, for a different gospel;

This in Acts was the beginning of the rise of the Judaizers that say we are to Keep the law of Moses.
Acts 15:5 (NASB)
