I was wondering, it looks like if you put someone on ignore, they cannot see you at all in the forums or anywhere else, nor you them. Is that correct?

Yes.

The Ignore Function is now so powerful that you get ignored just for mentioning it.

One thing I've learned about it is the ignored users posts are not left in order, the way they were the old site. There is a grey bar at the bottom of the thread to view ignored content. So it can be very confusing because you won't know an ignored user is talking, yet will see other users reply to them.

You may see others reply to them, but you will not see the ignored person's content quoted. They have essentially disappeared from view completely.

Which is what I said.

Saying "you won't know an ignored user is talking, yet will see other users reply to them." didn't make clear that if someone quotes a person on your ignore list, you do not see the quoted content. I was simply clarifying :)

I am also wondering about banned people. Banned people from the old platform still have banned under their name, but it seems that people who are banned on this new platform do not. How can we tell if a person has been banned?
