Scott:
The verse says - baptism (not a putting away of the filth of the flesh, but the examination of a good conscience toward God, through the resurrection of Jesus Christ" (1 Peter 3:21 ONT).
A Baby does not have a conscience and thus cannot make a conscious decision. Infant Baptism is a dedication, by the parents, to bring a child up in a religion. This can help, but in some religions it can also confuse.

If verbal confession is required, there would be a scripture that says, "Speaking is required for salvation."
Scripture says:
Romans 10:9
That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
Romans 10:10
For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.
