It's good to have rules to flee fornication. Those who love God keep themselves. We always had the third party rule, where you had to have a friend with you. It's too tempting to sin if you are alone.
Not too many young adults abide by the fornication rules. That's just the way that it is. Can't see how you can break the fornication rules if you are alone.

I used to go on dates to drive-in movies but unfortunately, there are not many of those left. Brings back many memories. Even going to a movie you can still put your arm around her and share the popcorn and Pepsi. Two straws, one cup. More intimate that way.
I just prefer more interactive things. Festivals and carnivals are great. Doing your hobbies together also great. I took my wife now fishing and hunting and she would sit on the fender of a truck or car while I tinkered . she like making crafty stuff so I would tall to her while she did those things and sometimes even help her. Not very exciting but very telling.

I have found that the not very exciting times to be the most intimate and rewarding times.

Common interests are important IMO. Obviously God is the most important but it helps if you have hobbies that are at least compatible if not exactly the same.

I've known couples who followed your way and the marriages did not last.
I followed that way and after 10 years of marriage my husband and I are still on our honeymoon.

We have the most beautiful marriage, all the way around.

Whether a marriage ends in divorce or not depends on the couples commitment to the marriage. Those who honor God first and seek to reflect the covenant with Christ in their marriage have the better chance of a successful marriage than those who didn't put God first.

And those who desire to put God first in marriage will be apparent in how they treat the dating/pre-marital process.

It works for some, not for others. Paul was clear about that.

do they?

I dont know, maybe its only in america. How old do you need to be married in the US? Girls usually statrt menstruating round 9-14 years old. So they can start having babies then but its not advisable. Boys into men sort of develop around 13 years old.

You want these young adults marrying as soon as they start fornicating?
Did you miss the point about 1 Corinthian 7:2. Paul was clear, you marry to avoid fornication. Many people should get married in their early 20's.

You're talking like yours is a godly way and anyone doing anything different is not the godly way. Do some research on the effects the purity movement and the church. Google "Purity movement church"

Those limits are set by the family, not GOD.
I agree churches, shouldn't make hard and fast rules that parents must obey; that would be more like a cult. But, by the same token, to say the body should have some influence on how parents should raise their children isn't scriptural.

"And you, fathers, do not provoke your children to wrath, but bring them up in the training and admonition of the Lord." Ephesians 6:4

Is it good for a man to touch a woman?

1 Corinthians 7:2 But because there is so much sexual immorality, each man should have his own wife, and each woman should have her own husband.

Any kind of touch that may lead to fornication, don't do it.

No he doesn't disagree.

He most certainly doesn't teach that men should take women for a test drive before they decide to marry.

There are intimacies which are only appropriate within the confines of the marriage bed... You don't make out or whatever you want to call it with multiple women - that's reserved for your wife same as sex.

Making out, hugging, or being alone with someone is not a sin.
