I am always open to correction, I'm just not at the point of "is that your final answer" on this topic.
Fortunately, I don't think that visible manifestations of the Spirit are a salvation issue. At least not by what I've read...

The thing is .. it is 'they'.. the whole congregation receiving the Holy Ghost .

Different work to an individual receiving the Holy Ghost.

The Holy Spirit not yet come...in what way?

Individual indwelling? I don't think so. Compare receiving the Holy Ghost with the book of John on believe on Jesus and have eternal life. Eternal life without indwelling? I don't think so.

The Holy Spirit has different roles. A number of them are not about salvation.. like you say.

It is not the only way, BUT it is the usual way.

In exceptional cases, God has done it without any human contact or intervention directly, however, laying on of hands was the normal way in which God used the greater ministries in the Body of Christ to fulfil this. Acts 2v1-4, 10v44-47, 8v14-18, 9v17, 19v1-6

The laying on of hands is also one of the foundation truths as listed in Heb 6v1,2.

Also note, that the baptism in the Holy Spirit (i.e., He Who was with them would enter them, John 14v17, Acts 2v1-4) was ALWAYS accompanied by the sign of the believer speaking in tongues, i.e., the gift of tongues. Acts 10v44-47, 1Cor 12v10

One place to start is 1 Corinthians 12:3...no one calls Jesus Lord except by the Holy Spirit. So the Holy Spirit is already present in the believer before confession of Jesus as Lord. This is unobserved.

The baptism of the Spirit is outward and compared by Peter as what they experienced the day of Pentecost. It is done by God to authenticate the conversion. This is what Ephesians 1:13 speaks to.

I’m honestly not understanding do you believe there is one spirit ? One body ? One lord and one God and Father of all ? One name given under heaven we need to be baptized into to be saved ? What is the purpose of getting baptized in the first place ? For Christian’s to get baptized I mean ?

So you have this command by Jesus

Then you have a clear example of what they were doing to obey him in that

And he answered and said, I believe that Jesus Christ is the Son of God. And he commanded the chariot to stand still: and they went down both into the water, both Philip and the eunuch; and he baptized him. And when they were come up out of the water, the Spirit of the Lord caught away Philip, that the eunuch saw him no more: and he went on his way rejoicing.”

Do you see how the spirit of God in Phillip is the one who’s actually baptizing the man in water 😂? It’s because that’s baptism there’s just one like earlier I know you believe there’s one lord and God one faith one spirit and body but why is there then two baptisms ? Clearly the apostles and disciples were baptizing in water before and after Jesus died receiving the spirit is what changed

“There is one body, and one Spirit, even as ye are called in one hope of your calling; one Lord, one faith, one baptism, one God and Father of all, who is above all, and through all, and in you all.”
‭‭Ephesians‬ ‭4:4-6‬ ‭

clearly the holt spirit was in Philip when he was baptizing in water and this isn’t going to be a different or wrong baptism it’s going to be the one not baptism that the Holy Ghost is going around doing in water right ?

The only thing that makes this subject important enough to spend time on is because once we realize what baptism is and what we do it for there’s a whole doctrine in tbe epistles about it, what you are seeing is part of the operation of the Holy Ghost in us

I need a more detailed question here. Do you mean the Spirit that comes at salvation, or the Baptism of/ in the Holy Spirit?

There seems to be two unique things: the promise of the Holy Spirit and the baptism with the Holy Spirit.

In John:

"And when He had said this, He breathed on them, and said to them, “Receive the Holy Spirit. 23 If you forgive the sins of any, they are forgiven them; if you retain the sins of any, they are retained.”

Later in Acts 1:

"And being assembled together with them, He commanded them not to depart from Jerusalem, but to wait for the Promise of the Father, “which,” He said, “you have heard from Me; 5 for John truly baptized with water, but you shall be baptized with the Holy Spirit not many days from now.”

So, the original receiving of the Spirit in John was not the baptism of the Spirit Jesus spoke of in Acts 1, else there would have been no need to complete it again.

And then in Acts 2 we read this:

"Then there appeared to them divided tongues, as of fire, and one sat upon each of them. 4 And they were all filled with the Holy Spirit and began to speak with other tongues, as the Spirit gave them utterance."

The first "receiving the Spirit" in John coincides with the baptism into one body as written in 1 Corinthians:

"For in one Spirit we were all baptized into one body. Whether Jews or Greeks or slaves or free we were all made to drink of the one Spirit"

Entrance into the Body of Christ requires the rejuvenation of the spirit, spiritual birth. Since the Body of Christ is spiritual, this transaction is spiritual. The flesh cannot inherit spiritual things. Also, this is not water baptism: we do not drink the Spirit during water baptism. Immersion in water is burial into the likeness of Christ's death.

Furthermore, Paul directs the Ephesian saints to "be filled with the Spirit":

"Therefore do not be unwise, but understand what the will of the Lord is. 18 And do not be drunk with wine, in which is dissipation; but be filled with the Spirit..."

So, it appears to be an ongoing thing to be filled with the Spirit, not as a right to be included into the Body of Christ, but as a normal function of the life of a saint.

Even the disciples, after being filled in Acts 2, are filled again in Acts 4:

"And when they had prayed, the place where they were assembled together was shaken; and they were all filled with the Holy Spirit, and they spoke the word of God with boldness."

The question is "Is laying of hands necessary in order to receive the Holy Spirit?" I haven't even broached that topic. The answer is "Maybe". If you have not received the Holy Spirit that is evidenced by power, then God can give it to you directly or He may send someone to you to lay hands on you so that you may receive it. If you are a believer, and have accepted Christ as your Lord and Savior, then the Spirit of God is within you. It's by that Spirit you cry out to your Father in Heaven. But, if you do not have power in the Spirit then you may asked to be filled by the Spirit. That is a separate thing and an on going request as you have need.

No one received the holy spirit here though which is the basis for your whole argument that they received the spirit here and then again a second time

Your argument is based on what it doesn’t say there there Jesus was speaking forward to when they would receive it they hadn’t received the spirit yet remember it’s all based on the promise

Jesus had to be exalted first

“Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send him unto you.

Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come. He shall glorify me: for he shall receive of mine, and shall shew it unto you.”

remember he commanded them not to leave Jerusalem until they received the holy ghost and were empowered to preach the gospel that’s why you see them start preaching just after they receive the Holy Ghost at pentocost if you receive the spirit you have gods spirit inside your heart it’s a basic promise of Jesus to believers

Your argument is based on what it doesn’t say there there Jesus was speaking forward to when they would receive it they hadn’t received the spirit yet remember it’s all based on the promise

remember he commanded them not to leave Jerusalem until they received the holy ghost and were empowered to preach the gospel that’s why you see them start preaching just after they receive the Holy Ghost at pentocost if you receive the spirit you have gods spirit inside your heart it’s a basic promise of Jesus to believers

Being filled with the spirit , receving the gift of the spirit , receiving the spirit it’s all one thing we have different gifts when we receive the spirit but there’s just receiving gods spirit or nOt receiving it they only received the spirit when it says they did

So Jesus breathed on them, said “Receive the Holy Spirit” AND the ability to forgive or retain sins but they didn’t receive the Spirit.

We see, by Jesus breathing on the disciples and imparting the Spirit to them, the parallel to when God breathed His Spirit into Adam to bring him alive. Jesus received the right, by the Father, to impart the Spirit in the same way. This is the full circle, back to God’s original intent: for man (adam) to carry the presence of God. This is the ministry of reconciliation. Re-concile: to restore the original state. All who receive Christ may be reconciled to God as sons of God.

Fortunately, I don't think that visible manifestations of the Spirit are a salvation issue. At least not by what I've read...
You are correct. Not a salvation issue neither then nor now.
The manifestation of the Spirit, i.e., the Spiritual gifts, had nothing whatsoever to do with salvation and back in biblical NT times, and resulted upon the laying on of the apostle's hands, subsequent to baptism and salvation, and receiving of the gift, or indwelling of the Spirit itself, as stated in Acts 2:38.
