No one makes a covenant with anyone in Daniel 9; however, [Jesus] confirms [the already existing covenant] 'for one week'.
That 'week' ended in 34 A.D. - when the [continuous/unbroken] 70 weeks of Daniel also ended. It is fulfilled. It is past history.
This is the proper interpretation of Daniel 9.
Those who believe there is a 'covenant'/'treaty' between an antichrist figure and Israel represented in Daniel 9 are woefully misinterpreting scripture.
Dan 9:26
And after threescore and two weeks shall Messiah be cut off, but not for himself:

And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate.
כָּרַת kârath, kaw-rath'; a primitive root; to cut (off, down or asunder); by implication, to destroy or consume; specifically, to covenant (i.e. make an alliance or bargain, originally by cutting flesh and passing between the pieces):—be chewed, be con-(feder-) ate, covenant, cut (down, off), destroy, fail, feller, be freed, hew (down), make a league (covenant), × lose, perish, × utterly, × want.
I think Daniel means Messiah confirms the New covenant with the Jews in particular for seven years (one week of years) , confirming the coming covenant for three and a half years after His baptism and before His death; and being cut off to make/cut the covenant in the midst of the seven years,; and confirming the New covenant to the Jews in particular after His death for another three and a half years until persecution following the death of Stephen scatter the Christian Jews and th.e Gospel began to be confirmed to Samaritans and then other Gentiles.
