Israel is always those who take God seriously.One can take a view that there is no future role for Israel and try to appropriate all of the prophecies for the church or one can take a view that there will be a restored Israel to whom the unfulfilled prophecies will be concluded with.

And from then onward that Zechariah prophecy has continued to be fulfilled by people out of every nation under heaven taking hold of Paul and the other apostles to learn the ways of God though their writings.
