No. What the Scribes and Pharisees were doing was limiting the commandments to mere outward acts. They thought if the didn't partake in sex outside of marriage, they were being really good. Jesus told them that the commandment included evil thoughts, looking at a woman other than one's wife and having lustful thoughts about her. No wonder Jesus told them that they appeared clean on the outside, but inside they were filthy:
NKJV Mat 23:25 "Woe to you, scribes and Pharisees, hypocrites! For you cleanse the outside of the cup and dish, but inside they are full of extortion and self-indulgence.
Mat 23:26 Blind Pharisee, first cleanse the inside of the cup and dish, that the outside of them may be clean also.
Mat 23:27 "Woe to you, scribes and Pharisees, hypocrites! For you are like whitewashed tombs which indeed appear beautiful outwardly, but inside are full of dead men's bones and all uncleanness.
Mat 23:28 Even so you also outwardly appear righteous to men, but inside you are full of hypocrisy and lawlessness.
There are people like that today, who think that so long as they are not committing those headline-grabbing outward sins, they can be full of hatred, greed, and lust inside, and nobody, not even God, will know. But God does know, for He looks at our hearts.
