I see no mention of a thousand year shabbat in those verses. But there seems to be a lot of activity. There will be no Satan. I personally believe there will be no earthly people, especially since the remnant has been killed, therefore no need of Satan's presence.
Notice Zechariah 7:12 speaking of the horses. Many people would say it is a metaphor for mechanical transportation. I would say it would be the only mode of transportation for a land that sat desolate for a thousand years, and for a people that had no knowledge of modern transportation.
