Man has the ability to make choices. His choices are not free of his nature. This, BTW, is true of God. He cannot sin because of His nature. That's why becoming partakers of the divine nature is so valuable to men.

God will separate the goats from the sheep where ever they will be found.

Slaves to sin are free? My Bible says the person without Christ does not belong to Him and that those given to Him come,
not those under the power and control of the devil blinded to truth, slaves to sin opposed to the Spiritual things of God
who can neither receive nor comprehend the Spiritual things of God. They hear the gospel message as foolishness.
They refuse to come into the Light because that is their nature as lovers of darkness~ defined as darkness itself.
Paul did not teach free will of the natural man. He knew better.
No. Anyone who truly seeks to draw near to God has already been saved, not the other way around. Since Christ alone is the Savior—the author (pioneer) and finisher (perfecter) of faith—true faith can exist only where Christ is present. This shows that such a person is saved, because Christ does not give true faith to everyone. Therefore, those who truly seek God do so because of that faith; without Christ, a person does not possess true, lasting faith. As verse Rom 3:11 indicates, the natural, unsaved man does not truly seek after God, because they lack the spiritual understanding and discernment needed to do so.

Is God's will always followed? Do all believers give thanks in everything? Of course not, we should, but fail miserably.

from Ephesians 4 verses 17-19 ~ Gentiles walk in the futility of their thinking. They are darkened in their understanding and alienated from the life of God because of the ignorance that is in them due to the hardness of their hearts. Having lost all sense of shame, they have given themselves over to sensuality for the practice of every kind of impurity, with a craving for more.

Looks like they had a choice to me
That Jerusalem represents the Jewish religious structure, not individuals. It is saying that salvation can never/will never be
found within it because it would not accept Christ as Savior. It is now solely by the true spiritual church.
