Why can't it be both, simultaniously? God forknew everything before it all began, but we do what we do without thinking too much about it. God interacts with his people, promting them, testing them, and begging them to come to him; While at the same time he already knows the result, and arranges everything in perfect wisdom towards a perfectly good end.
What's between the lines? Well, when two spirits come together, isn't there something there? Isn't it a precious and special thing?
It's not something rational or containable with ordinances. It's a flame. It's a warming force. It's something that I want to decribe, but can't.
When a lover looks into their lover's eyes, and know that they love each other, there's the tight, warm feeling in the heart.
Didn't God create us for that? Aren't we alive, and not robots doing arbitrary tasks?

First of all you must understand this, that no prophecy of scripture is a matter of one's own interpretation, because no prophecy ever came by the impulse of man, but men moved by the Holy Spirit spoke from God. (2Pe 1:20-21 RSV)

The Holy Spirit assured perfection in men in the written word of God; certainly we can’t go off on our own interpretation to understand his word, without the guidance of the Holy Spirit.

With respect to, you have misunderstood Peter’s statement. He is not decrying human interpretation of God’s word, but rather stating that human interpretation is not the basis of prophetic pronouncements that are recorded in Scripture.
