To allow for divorce, instead of killing/beheading his wives when they couldn't bear him any (male) heirs. Otherwise he would have had to keep a lot of mistresses, and there was the pesky rule about only having one wife at a time. This is so the heirs could be legitimate, and inherit the throne.
This is why Diana thought if she married Prince Charles, he would never be able to divorce her (or kill/behead her) if she bore him an heir. But look what happened. She could not tolerate him having a mistress, and thought it was being dishonest, because he was treating Camilla like his wife and not her. He loved Camilla and fell out of love with Diana.
That had to hurt.
