They apologised, but 100 years too late. Those Chinese miners DID pay their tax they were willing to do so as they were hardworking, but the taxes kept going up, and in the end for no good purpose because that govt didn't use that money to spend it on anything good. They just raised the taxes to keep people out.

The tax only goes to enrich the ones at the top who don't pay.
