Because Scripture was all written before 70 AD, it does not record the destruction of Jerusalem and the temple as historical events.
Yes... that's one of the "internal evidence" components supporting the early dating of Revelation.
Parts of it did come to pass shortly and many parts didn't. The messages and warnings to the 7 churches happened then. The 1st 5 seals that were opened revealed events that began then and have continued since. To say that it was all to come to pass shortly is untenable.
Just as the book of Deuteronomy is a covenant, so is the book of Revelation:
Preamble...chapter 1
Historical Prologue...chapters 2-3
Ethical Stipulations...chapters 4-7
Sanctions...chapters 8-14
Succession Arrangements...chapters 15-22
Deuteronomy deals with the inception of a covenant. Revelation deals with the end of that covenant due to the failure of those under the covenant keeping its terms.
There are certainly succession arrangements that began in the first century that continue today, but the covenant that began in Deuteronomy ended with the events spoken of in Revelation.
The new covenant is what is pictured in Revelation. The OT prophesies were for natural Israel and Revelation is the NT prophecy for spiritual Israel. God would not leave his new covenant people without a witness of what he is going to do. That's just the way he works

How could the covenant end without the sanctions set forth in the covenant coming to pass?
3 specifically (circumcision, Mt Sinai, Moab), but other covenants were made with individuals like David and Aaron. The covenant of Genesis 15 was not made with natural Israel.
My understanding of it is that it is the same covenant made at Sinai; a reiteration of the previous covenant.
The Abrahamic covenant concerns Israel in part but is not made with corporate Israel, but Abraham.
