Because they were not submitting to the will of God. Many believers do what they think God wants them to do instead of what He really asks. I had a boyfriend like that. He did everything for me except what I asked. We can do this with God. Which is why Jesus said why do you call me Lord Lord and not do what I ask? Luke6:46-49 Its basically submitting oneself to God on their terms and not God's.

In what ways has God broadened the covenant of grace many times?

Galatians is talking about a particular covenant with Abraham and his offspring singularly and employs a hypothetical covenant.

God doesn't actually broaden the covenant as much as reveal more fully the covenant of grace. In Genesis 3, God outlines the covenant. In Genesis 6, He reveals it to be a covenant of grace. With Abraham, God reveals the covenant comes through faith. Etc.
