For the priesthood being changed, there is made of necessity a change also of the law.
'While collecting the verse, I reviewed the language and saw that it is distinct from other contexts where the word 'change' is used, but, noting the peculiarity of the definition of the second occurrence in this verse, which includes "disestablished."
So, it would follow reason that if anyone is following a 'disestablished' law, then they are effectually following no law at all, which implies that they are totally ignoring the 'newly' established law.
