Also you may want to read more modern translations so you can understand what is written instead of jumping to conclusions based on poor biblical comprehension from reading the archaic KJV language to support error.
Let's look at that same verses in more modern translations in context and let's start from verse 37-40 shall we?......
GWT
37Whoever thinks that he speaks for God or that he is spiritually gifted must acknowledge that what I write to you is what the Lord commands.
38But
whoever ignores what I write should be ignored.
39So, brothers and sisters, desire to speak what God has revealed, and don't keep anyone
from speaking in other languages. 40 Everything must be done in a proper and orderly way.
HCSB
37If anyone thinks he is a prophet or spiritual,
he should recognize that what I write to you is the Lord’s command.
38But if anyone ignores this, he will be ignored.
ae 39Therefore,
my brothers,
be eageraf to prophesy,
and do not forbid speaking in other languages. 40But everything must be done decentlyag and in order.
ISV
37If anyone thinks he is a prophet or a spiritual person, he must acknowledge that what I am writing to you is the Lord’s command.
38But if anyone ignores this, he should be ignored.
p 39Therefore, my brothers, desire the ability to prophesy, and
do not prevent others from speaking in foreign languages. 40But everything must be done in a proper and orderly way.
WEB
37If any man thinks himself to be a prophet, or spiritual, let him recognize the things which I write to you, that they are the commandment of the Lord.
38But if anyone is ignorant, let him be ignorant.
39Therefore, brothers, desire earnestly to prophesy,
and don't forbid speaking with other languages. 40Let all things be done decently and in order.
WBT
37If any man thinketh himself to be a prophet, or spiritual, let him acknowledge that the things that I write to you are the commandments of the Lord.
38But if any man is ignorant, let him be ignorant.
39Wherefore, brethren, covet to prophesy,
and forbid not to speak in languages. 40Let all things be done decently, and in order.
Perhaps you should balance what you read in the KJV with more modern translations. It's about those moved by the Holy Spirit to speak (prophesy) who speak different languages kinda like we speak English and if someone who spoke Portuguese stood up and spoke about God being moved by the Holy Spirit (prophesied) we could not understand them and would need an interpreter so things would be done in order. This is not about babbling (tongues) like a possessed person like you see here.......

1 Corinthians 14:33 GWT
God
is not a God of
disorder but a
God of peace.
As in all the churches of God's holy people,
