Peter says "not putting away the filth of the flesh, but the answer of a good conscience toward God, by the resurrection of Jesus Christ"
You do not decide to be baptize and then get baptized by somone in water, that is not what Peter is saying, that not what the Bible teaches. It is God that does the baptizing and Jesus Christ does the baptizing with the Holy Spirit and fire, the Holy Spirit doth come to those that are chosen by Him, He will baptize you and it will be apparent, a reality in your life, it is not a ritual, it is not a cermony that you decide on at a certain place and time. There is a sign of baptism by water as water symbolizes the baptism, but it does not save you, baptism in water does not save you, it is a good concience towards God that can only come about through the risen Christ. At first the Apostles were not absolutely sure just what was meant by that baptism but you will see by the end of 'Acts' they would baptize by the Name only, water was not necessary, baptism was coming through His name and the understanding that He had come and He was resurrected, those that believed- they were baptized by Christ by the Holy Spirit that had come to earth.
Salvation is not an achievement done by works, I cannot decide to 'accept christ' and go and immerse myself in water! That is works, God is not in that, that is me. When you are saved for you will know that He has chosen you, salvation is a gift from God, He chooses Whom He will, salvation is not my decision to make, it is Christ! For many of us that are saved there will be a sign by water of baptism, or there may not be, but it is not ritual, it is a reality that your whole life is immersed and it is totally beyond your control....
