This verse doesn't mean God chooses to grant repentance to some and withhold it from others. If it did, it wouldn't matter if you instructed people in "meekness" or anger. It means God works through your instruction in meekness to cause a heart
of repentance in unbelievers.
This is how God changes hearts:
Therefore hath he mercy on whom he will*have mercy, and whom he will he hardeneth. Ro.9:18
How did God harden Pharaoh's heart? God sent a nobody to a king with a demand. He simply pi**ed Pharaoh off.
