Because it's just underwear. I don't see why it's any worse than some other form of underwear. Your problem with it seems to be that it evokes lust, but if it's under the clothes (i.e. invisible) then it has lost that function. If women were showing up to church wearing thongs and no pants I could see your point, otherwise I don't see the problem.
I don't think thongs are immoral, just like I don't think T-shirts are immoral. It's not up to me to justify their morality. If you're the one having a problem with it, then its up to you to justify their immorality. So far I don't think you've made a convincing case for it.
