Yes the 10 are dependent on the two. If you do the two, you have done the 10. When Jesus was asked what the greatest commandment was, he didn't mention even one of the 10 commandments. He mentioned two that when obeyed satisfy everything required by the 10.
That's right. Jesus was not saying anything new or adding to the scriptures, He was quoting the Torah.
You also say "if you do the two, you have done the 10". So obeying is important, right?

There are over a 100 specific scriptures in the Torah regarding how to love and how not to treat your neighbour.
It is also true that of the Ten Commandments, the last six are how to love your neighbour and the first 4 are how to love Yahweh.
