The verse does not teach that. What it teaches is that the Spirit, when sent, brought to the apostles the ability to teach the Gospel and bring to remembrance for them all the things that transpired during His Earthly ministry. There is nothing about all believers, implied or specific, included in that verse.
Claiming it teaches words that aren't even there -- "comes in the name of the Lord" -- stretches Scripture far beyond reason as to actually flirt with blasphemy. Or have you forgotten warnings in both the Old Testament and the New about "adding to" these words?

Isaiah 62:2
And the Gentiles shall see thy righteousness, and all kings thy glory: and thou shalt be called by a new name, which the mouth of the Lord shall name.
Mark 16:17
And these signs shall follow them that believe; In my name shall they cast out devils; they shall speak with new tongues;
Revelation 2:17
He that hath an ear, let him hear what the Spirit saith unto the churches; To him that overcometh will I give to eat of the hidden manna, and will give him a white stone, and in the stone a new name written, which no man knoweth saving he that receiveth it.
Revelation 3:12
Him that overcometh will I make a pillar in the temple of my God, and he shall go no more out: and I will write upon him the name of my God, and the name of the city of my God, which is new Jerusalem, which cometh down out of heaven from my God: and I will write upon him my new name.
Now many shall claim to come in "His name", but if they are not anointed of the Lord then they are under the curse, as written. So if someone claims they are "In Christ" which is only possible by Christ dwelling in them by the Holy Spirit, but they truly are not, then they are swearing falsely by "His name".
