From experience ask them questions about themselves(favorite color, movie, what has meaning to them), their families, then what they like.

https://www.theadultman.com/love-and-lust/conversation-topics/

these ideas should get you started:

1. Her Interests

Be direct. If you’re interested in her, ask what about her hobbies, interests, and passions.

2. Her Plans

If you’re interested in hanging out with her, you can hint at it by asking about her plans for the coming weekend.

3. Mutual Interests

Unless you’re planning on approaching a stranger, you probably know at least a little bit about her already. Choose something that you have in common, and talk about it.

Her Passions, Her Dreams and Her Goals

Good questions have some basic characteristics.

  • Most importantly, good questions express genuine interest. Don’t ask if you don’t care.
  • Good questions are open-ended. They allow for in-depth answers. This is how you actually start learning things about her. One-word answers don’t tell you much and basically any question can be worded to elicit a longer answer.
  • A good question allows for some back and forth. After she answers, you can give your own answer, because if you two are really getting into each other, she’s going to be just as interested in your answer as you were in hers. Ideally, a question should lead to more questions after she’s done answering.
  • When you ask a good question, it’s easy to go down a side alley and a detour or three. That’s fine! When you ask a question, you want to know her answer, but it’s more important to keep the conversational ball rolling and keep her interested. So if she starts talking about the answer to your question and dips into some unrelated tangents, that’s a great sign. Roll with it and enjoy.
  • It sounds obvious, but it’s still worth mentioning: A good question fits with the rest of the conversation. If she’s talking about her job, asking her about her car isn’t a great fit, though asking her about her education makes sense.
  • Good questions get people talking about subjects they’re interested in on a positive note. Fewer things will get a person to like you more and faster than asking them to talk about something they’re already interested in.
  • Finally, a good question helps to lead you both toward real conversation, not just taking turns asking questions. Good questions are bricks in a road from not knowing someone at all to getting to know them quite well.

I'm pretty sure having lots of money and a nice car, you don't need social skills. Go ahead and test the theory. If you don't have lots of money and a nice car, then expect the lady to be in control. That's where these theories above come into play.

And here I thought the challenge with most women wasn't to get them to start talking, but to get them to stop. (I'm sure some of the guys were thinking it, but I'm a girl so I'm allowed to say it :p)

And now some people probably want to know how to get me to stop talking / posting.

Sometimes the trick is to know when to NOT talk. In the words of the great Confuse-Us: "When there is nothing to say, don't say it."

Most men seem to talk about themselves and just arent interested in what girls like. They dont even ask. I have found that to the case. And then they wonder why we dont go out with them.

Also having a car only get you so far. Most girls are smart enough to drive their own cars. I have seen atrocious driving by boy racers and no way would I ever get in a car with them.

In my experience it seems the best thing to do is listen. Actually listen and learn. Once a woman sees that you are giving her your time and attention when she talks, and you aren't ignoring her or trying to talk over her, but actually Learning about her, you don't need to follow a predetermined list to guide them down a conversational path. They will naturally open up to you.
Next show them they can trust you with their words and not be judged or criticized.
Lastly be part of the conversation and show them that you've been listening. Those things are what usually get a woman talking. And it's much easier, as well as much more enjoyable, than these how to self help manuals people espouse.

Proof of no marriage in heaven,

Revelation 8:1[ The Seventh Seal and the Golden Censer ] When the Lamb opened the seventh seal, there was silence in heaven for about half an hour.

Effective Listening Skills:
Maintaining eye contact
Remove distractions, be attentive and relaxed
Keep an open mind
Do not interrupt and do not try to impose your “solutions”
If you need to ask clarifying questions, then wait for the speaker to take a pause
Ask questions only for ensuring understanding
Such types of conversational affronts happen most of the time. For effective listening skills, this needs to be avoided. Try to feel what the speaker is feeling
Empathy is the heart as well as the soul of effective listening skills.
Give the speaker regular feedback
Pay attention to the cues that are nonverbal or to what has not been said
Most of the direct communication is nonverbal. A lot of information can be gleaned without uttering a word. A telephonic conversation also reveals a lot about a person by the tone of the voice.
