no He doesn't.

Isaiah 30
20 And though the Lord give you the bread of adversity, and the water of affliction, yet shall not thy teachers be removed into a corner any more, but thine eyes shall see thy teachers:
21And thine ears shall hear a word behind thee, saying, This is the way, walk ye in it, when ye turn to the right hand, and when ye turn to the left.

Acts 8
27 And he arose and went: and, behold, a man of Ethiopia, an eunuch of great authority under Candace queen of the Ethiopians, who had the charge of all her treasure, and had come to Jerusalem for to worship,
28 Was returning, and sitting in his chariot read Esaias the prophet.
29 Then the Spirit said unto Philip, Go near, and join thyself to this chariot.
30 And Philip ran thither to him, and heard him read the prophet Esaias, and said, Understandest thou what thou readest?

when did that happen?
this month?
Does God speak through the wind ?

Over the centuries many have attempted to interpret the bible in such a way to justify their own experiences or lack of experiences instead of taking the Word of God at face value. Entire doctrines and denominations have been built on these interpretations and, unfortunately, some not only follow these traditions blindly but will zealously persecute those who refuse to accept these traditions.

“These things I have spoken to you so that you may be kept from stumbling. They will make you outcasts from the synagogue, but an hour is coming for everyone who kills you to think that he is offering service to God.These things they will do because they have not known the Father or Me.But these things I have spoken to you, so that when their hour comes, you may remember that I told you of them. These things I did not say to you at the beginning, because I was with you." ~ John 16:1-4 (NASB)

the hearing of the word behind thee is not the teachers but God himself The Holy Spirit spoke to Phillip and then an angel God speakes in many ways

why the desire to avoid knowing God through His revealed Word?
For the simple reason that God is not the scriptures/bible and that God is real and alive and He is very much willing to be known to mankind and all of His created beings by and through Himself in His own terms and I know it is true because I have come to know the Lord by and through Himself in His own terms.
looking for some other way?
There is only one absolute way of truly knowing God and that is by and through God himself in His own terms.
i dunno. to each their own.
satan tempted Christ by using Scripture.
Thus the scriptures were not given to mankind as their manual or tool in knowing who, what, and how is God in His own way of living, but same were given for the sole purpose of letting us mankind know that there is really God to whom we can always come to at any time for consultation, clarification, and other purposes that will be beneficial to our soul and spirit.
God has revealed himself to us in creation - that is evidence that He is God.
Creation merely testifies to us the absolute existence of God who made all things around us, including ourselves.
He has revealed His plan of salvation, and His Son Jesus Christ in Scripture.
the word is living and active.
God himself is the One who is living and active and the scriptures are testimonies to the existence of God. We have to discover from the Lord God or Jesus Christ the right way to our salvation and eternal life and we can do it by coming to Him asking Him to teach us the way. If we will try knowing the way to salvation through the scriptures, there will be lots of ways to salvation as formulated by different teachers (men) of the bible, including ourselves.

Waaaat the Holy Spirit does not teach
Does He, if He does, kindly share with us when was the first time the HS did teach you and further tell us, too, how did the HS introduce himself to you for you to know He is truly the HS?

Whom did Paul meet on His way to Damascus, was it the HS or was it the Lord Jesus? Why not the HS if it was the Lord Jesus?

[h=3]2 Samuel 23[/h]King James Version (KJV)

1 Now these be the last words of David. David the son of Jesse said, and the man who was raised up on high, the anointed of the God of Jacob, and the sweet psalmist of Israel, said,
2 The Spirit of the Lord spake by me, and his word was in my tongue.
3 The God of Israel said, the Rock of Israel spake to me, He that ruleth over men must be just, ruling in the fear of God.

i wonder who really spake to David the Holy Spirit , God the Father Who ?

Yeshua has cared, and cares for us always. In the flesh He came to give the good news, suffer doing it, and dying as the only sacrifice for sin, for all who will receive Him.

He promised to send the Holy Spirit, the Comforter to teach us all we need know.

Keep in mind Isaiah 9, the child born unto us will be called the Everlasting Father, Counselor, Prince of Peace and these cover the Father, the Son and the Holy Spirit Who are One.

I have an illustration of how this is, but no man is able to explain this to the satisfaction of all, and there really is no need where there is honest faith.

When someone says Jesus, he is making reference to the Holy Spirit and the Father, again, for They are ONE.

God is so good, all of the time. His ways are not our ways, and oh how grand it is that they are not the same.

We are being perfected to be as He. We will never be He, but to be like Him and with Him forever is just glorious, wonderful. Praise our Dad always, amen.
The trouble with this kind of teaching is that this is simply bounded by the book and the interpretation of the teacher himself locking it up to pure theory, but coming to Jesus today in His own way of living will lead us to the discovery of the Godhood of the Lord Jesus in His own terms, a means that the Lord is telling mankind since then and He not only did this to the prophets and the 12 apostles and disciples but also to Paul and He is still doing the same thing today to mankind.

John 14

16 And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever;
17 Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.
18 I will not leave you comfortless: I will come to you.

25 These things have I spoken unto you, being yet present with you.
26 But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.

Please do understand what I am asking you, I'm not looking for a verse in the bible but your personal encounter with the HS to warrant the statement that the HS teaches.

If God did not speak to people today then there would be no salvations because it is God draws men unto Himself so yes, God does speak to people today. However, how He speaks to them is highly debated. Some claim that God only speaks through the written word. However, others say that God also speaks to the heart.
Then by all means, go and come to the Lord God who is just beside you right now and discover by yourself how God is speaking to the people today, talk to Him and wait for Him to respond to you in His own terms, and when He does, that is the starting time for you to discover more from God himself.
