Time is not a "thing" to be created. It is a measure used to denote change and the motion of matter.
As long as there are moving objects, time can be measured. Of course time is also relative based on your frame of reference and speed relative to other moving objects.
So I would conclude it is impossible to determine how a transcendent being outside our universe measures time.
There is no time according to God, He invented the seasons for the purpose of man, but for God :

I understand that God has said my part is to receive what He has done. I cannot add to what Christ has done. My part is to say yes God I'm a sinner. Yes God I deserve to go to eternal condemnation. Then I would say that james is telling the jews that if you had faith(talking about true belief), it would be expressed physically:But i think that is talking about sanctification,and they would not want to do that nor could they have done that unless they had accessed the grace GOD provided through faith.
But if we are talking about salvation then JESUS said that the works of GOD is to believe on the one GOD has sent,and that would be faith only in the spiritual.

1 Pet 3:21 baptism does save, there is no "if" to it. And baptism saves because God has chosen baptism as the means by which He saves - cuts away the body of sin/remits sin. Therefore men must choose to submit to baptism, obeying the command to be baptized.
