The beast heads are all of the empires that have existed in the history of man. So she would have to be someone that could be found in every one of those empires. There is only one that I have been able to find and that is SEMIRAMIS, QUEEN OF BABYLON. She was ironically known as Isis to the Egyptians and was called the "mother of all gods". We know that idol worship is an abomination to God, therefore we would call her the "mother of all abominations". She was called Ishtar by the Greeks and was titled the "courtesan of the gods". Courtesan is just a more pleasant way of saying prostitute or harlot. In all empires she can be seen worshiped with a meteorite stone. As a matter of fact, the Romans called her Astarte or Diana and she and her image, the stone, are mentioned in the new testament.
Acts 19
27 and not only is there danger that this our trade come into disrepute; but also that the temple of the great goddess Diana be made of no account, and that she should even be deposed from her magnificence whom all Asia and the world worshippeth.
28 And when they heard this they were filled with wrath, and cried out, saying, Great is Diana of the Ephesus.
35 And when the townclerk had quieted the multitude, he saith, Ye men of Ephesus, what man is there who knoweth not that the city of the Ephesians is temple-keeper of the great Diana, and of the image which fell down from Jupiter?
So the woman is Semiramis, first worshiped by the Egyptians as Isis. I am in agreement that the great CITY Babylon is Mecca. The beast is an empire. The image of the beast is the meteorite stone that is worshiped.
When the Greeks conquered Egypt, they carried away the precious idols of Egypt (book of Daniel). When Arabia conquered Rome, they did the same.
Did you know that the black stone is broken in pieces and was put back together? Some of the pieces are still missing. It is said that the stone was destroyed during a battle or multiple battles. So not only has the empire taken a wound, but the image itself.
Revelation 13
14 And he deceiveth them that dwell on the earth by reason of the signs which it was given him to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast who hath the stroke of the sword and lived.
