I watched the video and I also did some research on TW. From what I've gathered, he either is an official part of (or at least associated with) a movement known as the New Apostolic Reformation (NAR). This movement seeks to bring the world back to the age of the apostles. Other notable people in the movement include C. Peter Wagner and William Branham. NAR is also an offshoot of the Latter Rain movement.
From the video, it seems that Todd emphasizes "speaking to our sicknesses, ailments and diseases". The Scriptures tell us to pray for the sick, but I can't recall any place where we're advised, encouraged or commanded to actually speak to our sickness to make it go away. We must rely on God's will to heal us, and He may or may not do so. We just have to trust His timing and His wisdom.
The Apostles and the other four Ministers in Eph 4: 11, Have always been in the Church.
Eph 4: 11 tells us what the Ministers are.
V12 tells us what they are given for.
And v13 tells us how long they are in the Church for, [The Christians aren't perfected yet].
As for healing, Jesus didn't say "Pray for the sick", He said, "Heal the sick".
If we are to pray for the sick, How do we pray?, We can't pray, "Father, Heal this sick person", Because God will say, "Jesus has already healed him/her".
And we can't pray, " Lord, If it be your will please heal this person", because God will say,
"You know I will because the price has been paid by Jesus".
Go through the gospel and the book of Acts, and see how they ministered to the sick.
